Delhi Police constables take cycle allowance but don’t use cycles: Plea in Delhi HC

The Delhi Police on Tuesday informed the Delhi High Court that the amount being spent on transportation by its Constables and Head Constables is much more than the allowance paid to them.

The development ensued during the hearing of a plea listed before the division bench comprising Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad, alleging that in the guise of using cycles, the Delhi Police officials are availing cycle maintenance allowance when they are actually not using cycles for transportation.

During the course of hearing today, the court was apprised that the Constables and Head Constables of Delhi Police are being paid Rs 180 per month towards cycle maintenance allowance, while they are spending much more on transportation as they are using motorcycle and other two-wheelers.

In this regard, the bench directed the counsel representing the Delhi Police to modify the order instructing grant of cycle maintenance allowance to the junior-level city police officials, so as to include other modes of conveyance too and posted the matter for January 24, 2023.

In July this year, a petition was moved before the Delhi High Court by practising Advocate Sanser Pal Singh seeking enquiry and stern action against as many as 53,000 Delhi Police officials for fraudulently drawing cycle maintenance allowance when they are actually not using cycles.

Pointing out that no action was taken by the authorities on the complaint made in this regard by the petitioner, the plea read that such allowances are being paid to government officials from the public money collected by the government from the tax-payers and amounts to corruption as the allowance is being drawn even when the police officials are not using cycles for performing their official duties.

The bench had issued notice in the petition in July and sought response from the Centre, the Delhi Government and the Delhi Police in the matter.
