Uttarakhand HC stays hiring of 2,600 teachers over NIOS candidates

The Petitioner's Advocate informed the Court that there is no provision for NIOS candidates in the service manual of the Education Department

The Uttarakhand High Court has stayed the recruitment process of 2600 posts of Assistant Teacher Basic in the state.  Simultaneously, the government and the National Council for Teacher Education have been issued notices seeking a reply in three weeks. The next hearing will now be on March 1.

The single-judge bench of Justice Sharad Kumar Sharma heard the case where an Education Department order of January 15, 2021 has been challenged on behalf of Jayveer Singh of Haridwar.

In order to recruit basic teachers in the mandate, the National Open School Institute NIOS, Diploma in Elementary Education (D.El.Ed.) candidates were declared eligible to apply. On January 6, by issuing circulars on behalf of NCTE, NIOS was asked to include 18 months online Diploma in Elementary Education pass candidates in teacher recruitment. After this, the order was issued on behalf of Uttarakhand Education Secretary R.K. Meenakshi Sundaram.

The petitioner’s advocate informed the Court that there is no provision for NIOS candidates in the service manual of the Education Department.

The Court after hearing the case, put a stay on the recruitment process for the time-being. At the same time, the application on behalf of NIOS candidates for making parties in this petition was rejected.
