Supreme Court directs govt to develop software for registering unorganised workers

A Supreme Court bench today ordered the counsel for Ministry of Labour and Employment to develop a software to register unorganised workers after a petition was filed by a Jharkhand-based civil society organization, Shramjeevi Mahila Samiti.

The matter came up before a three-member bench comprising Justices BR Gavai and Surya Kant.

The counsel for Ministry of Labour and Employment has sought six months time to develop the software.

The petition states that no domestic worker ever enjoyed their benefits under the Unorganised Workers Social Security Act 2008, despite the act coming into force and implementing several schemes.

It said this was on account of the fact that the domestic workers had not been registered for the purpose to avail the benefits.

In 2017, the Supreme Court had directed all the state administrations to start the registration process for unorganized workers.

However, the court directed the Union government not to dispense any grants to the states, as they failed to register domestic workers under the Unorganised Workers Social Security Act, 2008. The court had also asked the state administrations to issue identity cards to the unorganised workers.

Schemes like Indira Gandhi National Old Age Pension Scheme, National Family Benefit Scheme, Janani Suraksha Yojana, Janshree Bima Yojana, Aam Admi Bima Yojana and Rashtriya Swasthya Bima Yojana schemes have been notified for the unorganised workers.
