Gauhati High Court allowed a PIL seeking a declaration of Assam Autonomous District Rules, 1951 as a redundant/lapsed Rules after the constitution of the NCHAC and to frame new rules as per paragraph-2 (7) read conjointly with directions as laid down in Paragraph-2 (6) of the Sixth Schedule.

Justice N. Kotiswar Singh observed that North Cachar Hills Autonomous Council (NCHAC) authorities is seeking to exclude the petitioners’ village for the purpose of the compensatory afforestation by choosing another location.
