NGT disposes application seeking directions against company manufacturing pharmaceutical products in Haridwar

The National Green Tribunal (NGT) disposed of an application  registered on the basis of the letter petition sent by one of the residents of  Ranipur, Haridwar, Uttarakhand alleging that a unit manufacturing Pharmaceutical products in Ranipur, Haridwar was emitting hazardous fumes and posing severe risk to the residents of the nearby colony.

Tribunal considering the grievance raised in the letter petition had registered the original application and by order dated 04.12.2023 had issued notice to the concerned respondents and had directed  to ascertain the truthfulness of the allegation and file their report.  

A Joint inspection report has been filed on 27.01.2024 disclosing that the unit is in compliance with all the norms and there is no violation by the unit. Report further states that- the unit is currently using 6TPH and 8TPH boiler which are operated on bio-fuel i.e. Briquettes and Unit are not using 2 and 2.8 TPH boilers in which FO (Furnace Oil) is used. 

It is there for standby purpose only, and will either dismantle or will make use of approved fuel in these boilers by 15th February, 2024.

Conclusion in the report of the Joint Committee is as under:- 

“i) Unit has provided Effluent Treatment Plant for treatment of process wastewater, ETP outlet is being utilized in cooling tower makeup while RO reject and backwash water of MGF and ACF and domestic wastewater is being contributed to CETP for treatment and disposal. 

ii) Hazardous waste generated is being stored at a separate designated area, hazardous waste is being disposed of through Bharat Oil and Waste Management Limited, which is authorized from UKPCB and CPCB for disposal of waste. 

iii) Boilers are equipped with air pollution control measures i.e. Cyclone Dust Collector and bag Filter with appropriate stack height. 

iv) Unit has also online SPM analyzer for monitoring of suspended particulate matter at stacks. 

v) Boilers of 8 TPH and 6 TPH capacities are being used for stream generation using briquettes as fuel. However, 2TPH and 2.8 TPH capacities boilers are also permitted by using Furnace Oil (FO) as fuel which are as such using as standby purpose only. The Unit has assured that they will either dismantle or will make provision for use of authorized fuel by 15th of February 2024…….

vi) Unit has developed sufficient green belt area as per the species suggested by Central Pollution Control Board. 

vii) Quarterly monitoring of Air, Water, Soil, Noise etc. Are being carried out by the accredited NABL laboratory …….. 

viii) Condition prescribed in CCA and other CTE are being complied and its compliance report along with test report of approved laboratory is also being submitted.

ix) Unit has complying the conditions of CTE and CCA renewal.”
