The National Human Rights Commission (NHRC) on Friday issued notice to the Chief Secretary of Delhi government and the Delhi Police Commissioner over sexual assault of a minor girl studying in an MCD school by her Sports Teacher.
In a release issued this evening, the Commission said that it had taken suo motu cognisance of a media report published on February 9, which said the third standard girl student was raped by the Sports Teacher of her school.
The Commission observed that the contents of the media report, if true, raised a serious issue of human rights violations of the survivor.
Both the senior government official and the topmost Police official of Delhi were directed to submit a report within four weeks, including action taken against the responsible teacher, the current status of the investigation, and the status of the Counselling and statutory relief provided to the survivor.
The Commission further directed the officials to mention in the report whether the State or Delhi Legal Service Authority has awarded compensation to the minor, irrespective of trial taking place or offender was traced or identified in terms of Section 357(4) CrPC, if yes, the quantum of compensation.
The Commission observed that teachers played a vital role in everyone’s life as they were the real protectors and guides of their students as well as true craftsmen to make a safe environment for the young generation.
Such incidents tarnished the image of schools and teachers and created an atmosphere of insecurity in society.
Demanding strict action against the accused teacher, the Commission observed that steps were necessary to be taken, in order to prevent recurrence of such incidents in the future.
According to the media report, family members of the survivor noticed that the girl was not behaving in a normal manner for the last four-five days and was not eating well.
After continuous questioning, the girl told her mother that the school sports teacher repeatedly took her to a room in the school and sexually assaulted her. He also threatened the girl with dire consequences if she revealed the matter to anyone.
