The petitioner Amguri Naba Nirman Samity had approached Gauhati High Court earlier in a PIL where certain allegations had been made against the officers for misuse of funds of four Universities, namely, Tezpur University; Assam Agricultural University; Gauhati University and Dibrugarh University.
