Manipur High Court closes PIL seeking blood bank at District Hospital, Chandel

The Manipur High Court closed a Public Interest Litigation (PIL) filed with the prayer that the State authorities should establish a blood bank with proper storage at the District Hospital, Chandel.

The PIL filed by one Moranthyel Saka further seeks certain consequential directions to the authorities in relation to collection, storage and supply of blood to patients in need.

Affidavit-in-opposition dated 04.07.2022 was filed by the Special Secretary (Health & Family Welfare), Government of Manipur, furnishing the details of the Blood Bank/Blood Storage Centre installed at the District Hospital, Chandel. Five rooms were stated to have been earmarked for the blood bank and details were furnished of the equipment that has been provided.

He further stated that regular 24 hour power supply was ensured with generator back-up, in case of power failure. A blood donation camp was stated to have been held on 26.02.2022.

S. Nepolean, Government Advocate, reiterated the contents of the affidavit and stated that the blood bank at the District Hospital, Chandel, is now fully operational.

In the light of the details furnished, the Division Bench of Chief Justice Sanjay Kumar and Justice M.V. Muralidaran noted that a blood bank has been set up at the District Hospital, Chandel, and is now fully operational.

“The main grievance sought to be canvassed by the petitioner in the public interest, therefore, stands settled. No cause is made out at this stage for this Court to issue any directions as to how the Blood Bank should be run,” the Bench observed.
