The Delhi High Court has sought response from Delhi government and Just Dial website on the unregistered and unauthorised motor training institutes operating in New Delhi.

The single-judge bench of Justice VibhuBakhrusought reply on the PIL filed by All Delhi Motor Driving Training School Association under Article 226seeking directions to take action againstunregistered and unauthorised motor training institutes operating in New Delhi.

PIL alleges that several illegal and unauthorised motor training schools operating in the national capital without any licences, which is mandatory under the Motor Vehicles (MV) Act. These motor driving schools are using the websiteJust Dial to advertise their services and carrying out their illegal businesses. The PIL says“there are more than 1100 illegal motor training institutes operating in New Delhi”.

PIL says “according to the information received around 1200-1300 illegal and unauthorised motor training institutes operating in Delhi. Whereas only 58 motor training institutes are registered with the Department of Transport, New Delhi and are having valid licences. All the others are operating illegally and without having any valid licences”.

The plea also claims that the officers of transport department are in knowledge of the unauthorized institutes but no action has been taken against them.

It also contends that the provision for grant of licence to the training institutes has been laid down which mandates “there should be proper training for the persons who wanted to learn driving”.

“It has been found that most of the accidents are due to this kind of inadequate training provided by illegal driving institutionsand that is why it is necessary that there should be strict compliance of the provisions of the MV Act,” the plea points out.

It further seeks that the vehicles of these illegal driving institutions should be impounded. It also seeks directions to Just Dial to ensure that its website will not be used by motor driving training schools which are having no licence to operate or run the school.
